Kind of fuzzy in a few regards, As not everything that moves is necessarily animated.

Ah perhaps that's true in a few regards... long playtime and loop, however, I'm sure are exclusively animated according to the wiki and all uses I've seen with them. So at least those should have an implication I think

I disagree. While such images are not currently tagged as walk_cycle (and are hard to find on this site because of it, though I doubt they've never been uploaded here), I think that images that show the sequence of a walk cycle as static frames should also fit under the tag.
