Apparently the same artist. However, Shep had more uploads than Ted_Sheppard.

EDIT: The tag alias ted_sheppard -> shep (forum #245863) has been rejected by @NotMeNotYou.

I think maybe shep should alias to Ted_Sheppard. (edit: or shep_(disambiguation)

In my opinion Shep is just his FA username (which he may not use again as it is a suspended account).

Checked my copy of Furrlough #50 and he's credited as "Ted Sheppard" (on table of contents) with "Sheppard" hand-written on first page of Stosstrupp comic.

Checked my copy of Furrlough #1 and table of contents lists him as "T. Sheppard" with "Sheppard" hand-written on first page of Deutsches Stosstruppen comic.

Edit: by the way, in terms of shep* tags we also have tag shep_(animal_crossing)

Edit: another thought ... what if someone uploads an image with a german shephard in it, but uses shep as tag instead of German_shepherd?

To be honest, I would prefer shep alias to Ted_Sheppard. However, as I said above, before I got to it, there were plenty of sheps and only one Ted_Sheppard.

While suggestive, that's not all that diagnostic. Furrlough #83 back issue index lists the artist for issue #8's cover as Natasha Mleynek but her proper tag on e621 is Dark_Natasha (the latter she admittedly does sign her art with). (On a side note, another possible tag alias?)

Also suggestive but not diagnostic. For example, CyberCorn_Entropic signs his work with his proper name, but the tags alias that to his nom de plume.

Shep sounds like something that could be a lot of different artists, so I'd say disambiguate and relocate.

also shep is quite often used in mass effect fanbase as nickname for commander shepard. idk how often people tag it that way tho.
