These are overly specific tags. A tag for gags styled after halters/bridles is useful, a different tag for every kind of specific gag is not. There's currently no umbrella tag for halter-styled gags, only these tags. If aliased, the same results could be found with halter_gag+(type)_gag.
halter_gag should imply halter and gag
harness_ball_gag should NOT imply muzzle__(object)
Gags are not muzzles and halters are not muzzles. They can be combined, but aren't inherently the same.
bit should not be aliased to bit_gag
There are plenty of images where a bit is visible but is being used as horse tack, not a gag. This might take a bit of subjectivity and common sense, but it should be fairly intuitive that the bits in images like post #851558 post #1122153 post #872627 are not gags. If it's impossible to separate bit and bit_gag to the point an alias is needed, the alias should go the opposite direction since bit is less specific and less subjective than bit_gag.
EDIT: The tag alias harness_ball_gag -> halter_gag (forum #249636) has been rejected by @NotMeNotYou.
