Because the female genital region's actually a fair bit complicated.

The "vagina" is the interior tunnel. It's not visible from the outside. The vulva is the external parts, consisting of mons pubis, labia (both majora and minora), clitoris, and, well, all of the outside bits. That said, it's not a word most people use except in an exceptionally clinical way to refer to that area. And to be blunt, a lot of people --men and women alike-- are not acquainted with the details of female anatomy.

(I remember being taught that 'vagina' was the word for the whole thing going on down there. Which is incorrect. ... I was also absolutely scandalized by a book I had titled "The Tale of Jemima Puddle-Duck" because I was convinced that THAT was the word in question and that I'd get in trouble for reading about someone's jemima.

We'd spend a lot of time explaining why 'vagina' is not the correct tag for many pictures, and while we could result in educating a number of people about female anatomy... quite bluntly, it's "easier' to use a slang term to refer to the whole vaginal region.

Plus, it makes it easier to blacklist, or search for.

And 'pussy' is probably the least offensive slang term available.
