A lot of, if not most, model sheets/ref sheets do not include the solo tag. Is this just the result of lazy tagging or ref sheets shouldn't be tagged solo?

If it's a single character, solo is appropriate.

Yep. Doesn't matter if it's model_sheet, multiple_poses, comic, etc. If it's just one character (no twins or clones), it counts as solo.
