I have some things to say about this.

The implication wouldn't work because some fingering is internal while some is external.

The major issue when tagging shallow penetrations, as seen with fingering, is not knowing "how deep" the finger(s) should be to qualify for penetration. fellatio vs oral_penetration has a similar issue. Here's a dead-easy solution: imagine a penis penetrating to the depth of the finger(s), and tag penetration if you would tag the imagined penis as penetration. If you're still unsure, don't tag penetration.

Outdated. That rule was added in 2014 when penetration got overhauled, and the rule seems intended to separate some sex acts from others for some reason. Taggers inevitably break the rule because it is not remotely implied in the tag name "penetration", thus it defies common understanding. That's bad planning.

The problem, I think, is we don't have a proper tag for simple "penis penetrating", which is ironic because we have tags for every other sex act. Even following its wiki, penetration is not restricted to penises penetrating.

Here's a thought:

sex - "sexual activity" (no change)
sex -penetration - non-penetrative sex. Separates "outercourse" from all penetrations.
sex penetration -penis_penetrating - atypical penetrative sex.

Yeah, excluding fingers, arms, etc didn't make much sense in the first place. And it made even less sense after insertion (inserted objects) got merged into penetration.

Inserting a pen counts as penetration, but inserting a finger doesn't? Nah, that needs a rewrite.
