Requested feature overview description.
Account Settings -> Image resize mode

Separate settings for static images and animations

Why would it be useful?
Dynamically resize images
- static images are shrunk to fit the screen, but their size isn't reduced (= take long to load)
+ animations are shrunk to fit the screen

Show reduced samples
+ static images are reduced in size (= fast loading)
- animations are shown in their original size (= you have to click on "fullscreen", see forum #251840 )

Neither setting is optimal.
For me, the optimal setting would be:
+ static images are reduced in size (= fast loading)
+ animations are shrunk to fit the screen

Of course, you could change "Show reduced samples" to shrink animations w/o reducing their size. But:
There are no reduced samples for animations, so this would give the wrong impression.
Better to have a seperate setting for animations, with only two options:
a) Don't resize animations
b) Dynamically resize animations

What part(s) of the site page(s) are affected?

Even better would be to have VP8 and h264, 480p/30FPS sample versions of WebM uploads (aka there's no fucking way you cannot play this samples) and/or change it so that videos dynamically scale also with reduced samples mode.
