The problem is that people who look at the comments want to read comments about the picture, not Spots and Felix chatting about their day. Because Spots and Felix will chat. on. every. picture.
And everyone will know Spots and Felix and be annoyed with them being on Every Single Picture.
and somewhere along the line, where's the line between creepy and not?
It just gets messy.
I mean, if we ever got threaded comments, and could hide comment chains we weren't interested in seeing? maybe.
But even past that, there are already so many comments--that it's hard for the staff to keep up with as it is.

Yes and no.
One shot rp comments are sometimes okay. For example, if someone comments on this image:

This will very likely not get someone in trouble provided their comments are not constantly one shot rp comments. However it very much depends on the content on whether we decide it is worth intervention.
However, longer detailed stuff will possibly get someone a neutral, such as:
I pick up the poof and pet it as it chirrs, and put it back down on a chirrberry
Yes, my RP skills are a shitty, but the point is, it went overly detailed and will likely get someone in trouble.
As for RP conversation comments where someone is pretending to create a conversation between two or more characters, no. They can keep it in their mind.

Granted, the problem can extend to other things too. I've seen my fair share of folks who seem more interested in making constant jokes in hopes of being recognized on nearly every image as "that funny dude" rather than showing any interest in the submissions themselves. The submissions are more like a vehicle to their own ends.
Also granted, that's kinda off-topic.
A large part of the roleplay-posts is whether it's relevant, IMHO. If it seems more about the commenter or the attention over the submission itself, that's when it starts to become problematic to me, and detracts from the submission - it often causes me to downvote those comments on principle.

almost all roleplaying tends to be creepy and weird, the example some comments above manages to not be cringy and weird and doesn't make me want to excavate my eye sockets, so there you go. Stuff like that will probably not be deleted, I'd wager.

Back-and-forth RP is a closed conversation that basically no one else can participate in without first screwing up their thoughts and ignoring the post. If most people are just going to scroll past your RP session because it adds nothing of value to the post, then it is functionally spam.
Even trite or vitriolic arguments in the comments tend to have more relevance to readers than RP.
