The person who uses this site to convert material to be uploaded here will be personally getting slap to cheek from me. I have had to fix so goddamn many uploads which are shoddily handled that I have had enough.
Anyways.
No matter how user friendly the tool is, you should definitely educate yourself on things like constant quality and constant bitrate modes. Here's ffmpeg encoding wiki explaining those a bit as well as commands: https://trac.ffmpeg.org/wiki/Encode/VP9
Of course ffmpeg is command line tool, so if that's too hard, simply seek out graphical frontends which use ffmpeg for actual encoding.
WebM for retards is the most powerful and dedicated tool for WebM files specifically. Have seen many using XMedia Recode which I don't have personal experience but seems to have everything necessary.

When I said "work with files" I didn't mean that in the context of uploading files here. When I saw OP's post I was just showing the site I use for converting and that's it. I know that webm's are the standard, but I'm not a contributor so there won't be a problem there. I'm not sure what OP's intentions are though.

This is e621 forums, where there are e621 users, possibly searching for answers for e621, so even if you nor the OP wanted to upload stuff here specifically, there is bound to be users who will find this thread and now are getting first working solution which is your online converter link and I have yet more work in future.
