There's a bit of confusion going on with twi'lek. The long things coming from their head are called "lekku". Should these be tagged as tentacle_hair, head_tails or both?

I'd probably say that in your example it should probably be tagged head_tails.
tentacle_hair generally has more "hair-like" qualities (in the way that it's styled/worn/etc.). Where as head_tail would more imply something that looks and functions somewhat like a tail coming out of a character's head, which is what looks like is going on here.
