Penis lick is penis lick, not fellatio. Fellatio requires penis being actually inserted into mouth. Fellatio can also contain penis lick, but licking penis alone is not fellatio.

In the fellatio wiki, it states:

Note that for tagging purposes, this does not necessarily include penis lick, but they aren't mutually exclusive.

What about sounding with a tongue? I mean, not (really) trolling, but that's both licking and penetration. :D

Also, now I'm tempted to go search for tongue-in-sheath's proper tag/s.

Fellatio is defined as oral stimulation of the penis using the mouth and tongue. This definition can be applied to taking the penis in the mouth or coming in from the side. Any kind of sucking or nibbling of the penis would qualify as a "fellatio" IMO.

This tag will always have people tagging it for this kind of stuff and other cases such as just about to penetrate. It might cause more mistaggings to have an implication due to how people use this tag and we will need to remove two tags to fix it instead of one.

There will be confusion based on search result definitions. Wikipedia doesn't necessarily state how this stimulation occurs, and the google definition simply defines it as "oral stimulation of the penis".

From what I have seen, male oral sex and fellatio are almost used interchangeably in some forums. (Likely because some define it as oral stimulation of the male genitalia (not just the penis)).

Personal Conclusions:

  • Fellatio doesn't require penetration in much the same way the sex tag doesn't requires penetration. Fellatio is defined broadly on the Internet and definitions vary.
  • If we adopt this required penetration clause, the definition on e621 will be more strict than the one on Wikipedia, google, and other places. Essentially fellatio is very closely associated with male oral sex, but not necessarily the assumed penetrative act. Many will tag as such, and already have given the shear number of licking scenes being tagged this way.

Out in the outside world, sure. But 'round here, fellatio is specifically putting dick in mouth and/or throat. Which was my point. Also, "If we adopt this require penetration clause-" Too late, we already did. Bit over five years ago, now.

"A form of oral sex where an individual uses their mouth and/or throat to stimulate the penis of another." according to the wiki. My example would certainly qualify as using their mouth to stimulate the penis of another. But it's from the side of the penis and not much past the lips, so I don't think qualifies as penetration.
