+1 for reversing. While the former is definitly clumsier it's a better description of what the tag represents, which I think is more important. Also the shorter can be used as a shortcut if you want to type as little as possible.

But what if someone uploads an image of hair being thrown by a visible eye?

The same tag, just worded differently. Likely the result of a cross-post tag from websites like Danbooru (Where it is present).

You're aliasing a plural tag with a singular tag. Do we make a distinction between singular and plural with this one?

Otherwise, +1 to whichever order is chosen.
