Cannot remove existing tag.
Want to remove "translate_request" and add "translated". However existing tag - "translated_request" isn't removed.
There is no reason that I cannot edit tag (like limitation of tag edit, etc.)

Edit -> remove "translation_request" tag, add "translated" tag -> save change

Not a bug, partially_translated implies translation_request. You can't remove implied tags so long as the implier is on the post.

Thank you for a correction. It also works at other having implied tag post.
