Because it's a really good idea. It discourages people from reverting admin stuff.

I usually only see the tag history page whenever I'm cleaning some tags up and that same post appears again while doing the clean-up later. (Also if i'm not mistaken it's the only way to rollback to previous tag states is through that page)

It seems like a nice addition but I'm not sure how effective it would even be.

Would help me at least, i ignore ADMIN/STAFF tag edits and lately i havent been around /tagging much cuz of my health so when an admin changes i tend to not noticed until something happens or i see them comment or something.

Yeah, that's a great idea, with no drawbacks as far as I can tell.
Easy plus one, not that it needs more support.
