There's size_difference, which includes things like smaller_male, smaller_anthro, etc.
Those are best paired with their corresponding "larger_" tags for the other characters in the picture.
Also for solo characters, assuming there's reason to think they're short there's short and short_stack.

I'm pretty sure there would need to be larger_* tags used along side smaller_*. The given tags are relative descriptions (who is the character smaller than? someone would have to be larger for someone to be smaller), and its uses are to identify situations where a particular type of character is taking a particular role vs the other role in some kind of an encounter.
TWYS would necessitate a character being small in comparison to someone else in the image to be tagged as smaller, as it would otherwise rely on outside information (just like you can't tag a male salazzle as crossgender merely because they're normally otherwise female, a small type of character couldn't be tagged as such merely because they're normally otherwise bigger). A potential option for a lore tag?

I think you're agreeing with me. :V
The size_difference tags are for use when there's a smaller character among some number, while the short tag is for when someone is visibly short but possibly solo, presumably against a background that allows for judging height in that case.
