I thought that those were the tags that lock the post to explicit, since they refer to sexual intercourse.

That's not how it works. Just because you can't see the tongue going into the butt, doesn't mean there's no rimming happening.

I suppose a semi-legitimate question would be: Should rimming be limited to images where the tongue is visibly being used on the anus or its location? Or is it sufficiently implied when facesitting such that the mouth would be in contact with the anus or its location?

literally no tag locks any rating to anything. all rating locks are manually set by priv+ users. also pairing tags apply to p much any sexual or romantic activities between two characters. also character shoving their face between someone's naked ass cheeks seems p explicit to me.
