webm is already aliased to animated
edit: mmmh same for gif but that is also wrong, not all gifs are animated
even they are defunct tags, the aliasing is still incorrect

Reason for webm and gif being aliased to animated, is because we have metatag for searching filetypes and for 99.9% of people, searching webm or gif, they are searching for animated content as especially GIF has become synonym in spoken language for moving image, even if there are bunch of gifs here which do not move.
Flash is exclusion for blacklisting purposes and some other stuff I don't remember, animated PNG also has tag to differenciate regular PNG and APNG files as file support still isn't perfect to avoid confusion.
