Requested feature overview description.
Prevent member class users from adding tags that don't already exist to posts

Why would it be useful?
Reduce typo tags and creation of random tags such as huge_nuts

What part(s) of the site page(s) are affected?
Anything involving adding tags to posts; editing posts, edit mode, uploading.

The title screams "hindrance." Sounds like losing the ability to create future artist tags. It'll come down to asking a privileged & up to do it for you instead.
