How would I add an image into a set, when I click add to set on a post I am unable to click on owned or maintained. any advice?

Firstly look to the top of the page, and click the sets option. Once there, you'll notice a new, once on that page you can create the title, description and if the set is available for the rest of the site to view as sets are personal to users. Once it is created, in the URL you'll notice a line of numbers
e.g. https://e621.net/set/show/16798
the 16798 in the above listed set is it's number, so if one were to search set:16798 the contents of this set would show up, to add to a set you can either add the tag set:00000 (set number) or go to the scroll option on the side that says add to set

Remember that with sets you can really do what ever you want, but you can only change the contents of sets that you either own, or are a maintainer of. If you see a set you might be interested in maintaining, you can contact the owner of the set and ask them if you can have permission to maintain it.

Pools function almost exactly like sets in how you maintain them, but are public and should only be used for appropriate content such as stories or image sets, miss use of pools can result in you being contacted by site staff.

It's in the dropdown menu (three horizontal lines at the top of the page), near the bottom. Or just here: https://e621.net/post_sets/new
The "Add to set" button on mobile is near the bottom of the page, under all the tags. It's in the "Options' section.
