Requested feature overview description.
Like the title says.

Why would it be useful?
Would stop clogging the forum up, since the vast majority of threads are tag or implication suggestions with few or no replies.

What part(s) of the site page(s) are affected?
Forums. And the tag and alias suggestion page's backend, I guess.

-1 This could work for simple aliases and implications, but it'd be horrible for anything that requires discussion.

-1 Last thing anyone wants is having multiple extensive suggestion discussions and planning going on in one single thread.
