+1, I had also made a scarf implication list on forum #245212

At first I thought it would be better to, instead, imply scarf -> neckwear, but it seems scarves aren't exclusive to the neck. (May also need to reject BUR #891)
There are neckscarf, neck_scarf, headscarf and head_scarf tags, and googling those also yield clear results about what they mean. Wiki also mentions waist scarves, which also yields google results, but it doesn't seem to have a tag named in the same manner.

So +1, scarf can be the tag that covers the different types of scarves.

And here are some additional changes I'd like to suggest:

alias neckscarf -> neck_scarf
imply neck_scarf -> scarf
imply neck_scarf -> neckwear

alias headscarf -> head_scarf
imply head_scarf -> scarf
imply head_scarf -> headgear
