The "vibrating" means that it's capable of vibrating, not that it's doing that at the moment of the image. I don't think whether it is vibrating right then and there is really all that important. There's no separate tag for a regular vibrator that's sitting there switched off as opposed to one that is being used.

With this in mind, +1 for alias to cock_ring_vibrator, -1 for implication.
