Mhm.
There are a few tags that specifically ignore background characters (solo_focus, duo_focus, not_furry_focus, etc.), but they largely get treated the same as focal characters.
In the examples I used, should Santa Claus in the first picture or the giraffe in the last one be tagged ?

Yes.
There's the ambient_* tags, such as ambient_crustacean for species or animals that are meant to serve an aesthetic purpose. While those don't really apply to the examples you posted, it's a good idea to keep them in mind.
The first would be group duo_focus, the rest would be group solo_focus, and the species of each character should still be tagged, even if in the background.
Ambient_*is used more for wildlife, like birds in the distance drawn as Vs, for example.
