The tag implication #37221 underwear_down -> partially_clothed has been approved.

Reason: underwear_down means a piece of underwear is off where it should be, hence clothing_aside.

Perhaps we should be basing the clothing down tags under clothing_down and then implying that to partially clothed.

That way we would have umbrella tags for both concepts. But that wouldn't affect the validity of this implication.

Underwear down counts when the underwear is down around their thighs or lower. Would partially_clothed still apply if the character had the underwear around their ankles and nothing else on? If this character wasn't wearing a shirt, for example, would that count as partially_clothed?

Yes, since the underwear is worn partially.
However, would that count as clothed ? I honestly don't know. We might have to review the partially_clothed => clothed implication

Bumping this concern. Would something like post #4686469 count as partially_clothed (and by implication clothed)? If this implication stands, wouldn't it follow that mostly_nude should imply partially_clothed, since an article of clothing barely attached to the character already counts?
