I think implementing either RUFFLE or LIGHTSPARK into e621 would be a positive outlet for creators on e621 to come back. And for new E621 artists to get a fresh start in flash and animating / Game modding. Once LIGHTSPARK is implemented fully into e621, artists can focus on what makes positive outlets without worry.

For me personally? Flash has always been about good quality games and playing them. LIGHTSPARK is in beta, but it could be used to make some exclusive furry flash game content on e621 like some Friday Night Funkin' Mods or something, and the good thing is with Flashpoint people can still create flash games, and once LIGHTSPARK / RUFFLE finishes development they'll have full dedicated support on the site.

Lightspark has been in developpment since Adobe made the Flash format open with the Open Screen project ten years ago , and by the (volounteer) team's own admission, it's only about 70% complete in terms of feature coverage. Lightspark is also not embeddable in webpages, it's meant to be an open-source replacement of the standalone Flash Player you can already (and still) use to view Flash content offline.

Ruffle is meant to be embeddable, but even its demo page only has newgrounds games and shorts from up until 2003. It still has a long way to go before actually being a funcionnal replacement for in-browser Flash Player and including it in its current state would likely lead to a lot of broken games among those that run at all.
