I know a few people making interactive stuff in HTML5, not sure what else there is.
HTML5, either raw or via Unity. You can view some of the HTML5-compatible things on itch.io if you want to see what programmes and systems are being used for in-browser media currently.
Some sites like Furaffinity are using Ruffle for legacy support of flash, although the emulation is... iffy at the best of times.
I have definitely downloaded a lot of furry games as APK for android (Oh So Hero! thinking of Android release as well), but also standalone windows releases for many games (Crowjob in Space for example is now rebooted as downloadable game, where previous iterations were flash here) and there's a loooot of HTML5 experiences posted on Newgrounds and itch.io. I know at least Tasuric and Animatic share all the animations they do as interactive versions on their own websites (see descriptions of e621 uploads or their sources description).
Most of the animated content has moved into looped videos or more lenghty content rather than just a single loop from 10 differend angles at low quality.
So there's definitely interactive content, just that the way it's shared has shifted and pointless interactivity has gone mostly away and just like casual games, shifted from browsers into phones.
