remove alias sex_in_public (0) -> public (51597)

Reason: Since one or more characters can be in a public setting without having sex, and since several public_* tags are currently utilized on here (including similar tags like public_masturbation), I think it would be a good idea to make public_sex a separate tag. The wiki for public probably needs to be updated as well, since the tag is currently utilized for more than just sex in a public setting.

Here's the old alias request. Not a lot of discussion went on here, but their logic was correct back then. Now it's a question of whether or not public should still mean sexual interactions in a public setting, or just being in a public setting...

I think the definition of public can be improved as it is not necessarily always "sexual interactions". It also covers tags such as public_exposure, public_masturbation, and public_nudity.

Or just being in public in general. Don't think there's any harm in including sfw posts under the tag.
