You could always just upload it anyways, and then leave a mention in the description that there's a story attached at the source, or put a request in the description for someone to copy the story over for you.

I actually don't have a FA account. I use Deviantart mainly, that's where I found it, but it's not on DA anymore. And due to lacking an account, I can't access the picture.

I can't, because his Deviantart account isn't listed, if he has one, so I can't contact him.

An artist has to explicitly request to be added to the dnp list, I feel like artists don't always know that when filing a takedown.
Since they are not dnp nothing stops users from uploading their content but there is also nothing stoping the artist from just filing a takedown again and since they weren't happy about e6 a year ago this probably hasn't changed.

Why don't you just... Make a Furaffinity account? You'll have a much easier time asking the artist about stuff and whatnot. If you're worried about the potential for spam or anything, just use a "sign-up and password reset only" email account and use that. Do not make a throw-away email for these purposes because you risk needing to reset your password and being unable to.
