When uploading an edit of a picture, should you tag the artist who edited the picture along with the original artist?

Generally, no. It can be mentioned in the description, but it should be tagged with the original artist and with edit, without the editor being tagged.
There may be an exception for when the editor did significant enough work, but I don't know where that line is or if it's an "official" policy.

I would say no. Whiting out extended hair doesn't seem that significant, at least compared to some gender-swapping or decensoring edits I've seen, which don't tag the editor. Significant work would be more along the lines of drawing in whole new elements to the image... additional characters, backgrounds, etc, would be closer to what I'd consider tag-worthy. Though that's just my opinion either way.

That... seems like a low quality edit, if I'm being honest. You upscaled the image (bad; you can see the pixels in it now) and the removed hair has very pixelated edges.
Removing something from the image sounds like the perfect example of "there's no reason whatsoever to tag the editor here". Everything present is still drawn by the artist.

Yeah, probably going to fix the scaling sometime. And it was actually really hard to find the edges of her body, because the hair and outline had very similar colors.

I don't know about other programs, but in GIMP that's something you can clean up by using a white brush, and then a brush of the outline color to redo the outline.
