I was inspired by an artist on here to make something very similar to their piece, however not exactly the same and not with the same characters. Is this allowed? Should i tag their piece as the parent just in case?

As long as it's not a trace, it is acceptable. Traced artwork gets deleted.
Adding the original piece as a parent would be a good idea, if they are that similar.

It's not really required, but it's a courtesy that's typically appreciated all around and adds an extra dimension to the inspired art. Plus, as bitWolfy points out, linking the two can help in comparing them and proving that it's all your work and no tracing is involved.
