This isn't a BUR, I don't think raw requests get blocked by others? Unless that's changed, it's more along the lines of "If this gets approved, implication #40411 will need to be rejected."

Tags that are aliased away cannot have implications (even pending ones). Pretty sure it's always been like that.
That is, the_witcher_3 cannot be both aliased to the_witcher, and be waiting for approval to imply it.

You can see the alias page complaining about it in the Transitives section.

Is there a way for me to retract the implication I made? Or does it have to be dismissed by e621 staff?

The staff have to do it. This is one of the major advantages of BURs.
