It’s probably safe to assume a padded room is a cell. The purpose of a padded room is to contain the mentally ill so they don’t hurt themselves. That won’t do much good unless the room is a cell of some kind, otherwise they could just leave.

Looking at these two tags, it appears that they’re both being used for precisely the same thing. +1 for aliasing.
