There might be some differences (like a padded cell having bars or such) but I think they're close enough to be considered the same thing. The majority of the current usage of padded_cell has no visual difference from a padded_room.

Yes, I don't see the need for these to be treated differently either.

I agree with this thread's suggestion but not the reverse at the link - all padded cells are definitely rooms, I'm not sure if we can make the assumption that every padded room is designed to be a cell.
