I occasionally see talk of them in descriptions of posts stating art was requested from there but I'm confused on what they are or how to find them

Threads on imageboards (like 4chan) where users request art and other users draw it. The original source is the thread, so if the thread gets deleted and not archived, there's no source URL.

Would it be possible to have drawthreads on the e6 forums? That way it'd be easier to source stuff since it's already on e6 technically
