I've been trying to upload this image by marrowsoup, but I'm having trouble because it was previously posted under their SFW alias murkbone, which is now DNP. The image I'm trying to upload was deleted from the FA account murkbone, and later reuploaded by marrowsoup. Is it allowed to reupload something once an artist has uploaded it on a non-DNP account, and if so, how do I do it?

An artist that's DNP is DNP for all their names. Unless the condition for their DNP status is that it's okay to post their art from their other accounts, but there seems to be no such condition for marrowsoup. There's an open alias request to combine the two names, which is likely to go through since the artist hasn't clarified whether murkbone stuff is okay to stay (as I pointed out in that thread, marrowsoup "left FA" without mentioning alt accounts, while continuing to post on FA under murkbone, and only asked for marrowsoup to be DNP despite having been using the murkbone alias for a while; it seems clear to me that murkbone stuff would be okay and not marrowsoup, but they never explicitly said that and it's readily apparent the two names are for the same artist, so the site policy is to treat them the same until they say otherwise).
