Yep, most of those shouldn't be tagged as partially_clothed. Skimpy seems closest, but aliasing to that would also lead to mistags. Best to invalidate it.

For instance, this is skimpy but not partially_clothed or half-dressed:

Approved to go to --> invalid_tag because it was a little of everything. It would have caused messes for the related tags if it was aliased to one of them instead.
