Unless you're seeing something I'm not, only three of the twelve posts have FA links with a character name. The three are: post #2874006: Valerax, post #3034324: Voxatal, and post #2880328: Vox. Nothing conclusive there.

All twelve of the posts DO have the same commissioner listed in the source--StarHydra on furaffinity. So StarHydra probably owns the character(s).

Looking at StarHydra's "gallery" on FA, there are indeed 9 posts which identify a hydra as Voxatal, and none as Velarax. But if you look at the "scraps" (which is apparently different from gallery?) you also find these posts:

Extra Thicc Vela by StarHydra -- Fur Affinity (dot) net

Which is pretty unambiguous. Unless we get word of god from StarHydra or a better source from OP, these are separate characters.

Maybe OP is a little confused. There was one post where a typo in the source (valerax instead of velarax) was copied from Fur Affinity to e621: post #2874006. I fixed that, and there is no need for an alias.

I am reasonably certain that this is the character owner's account on e621, and they used both tags.

They do look the same... They are identical down to the number and alignment of the fins on the head. And they're not internally consistent: some of the Velarax images have horns and others don't. A lot of it seems to be artist style, too, like size and shape of feet and presence/absence of scales.

Velarax seems to be explicitly female? And Voxatal, while frequently tagged as "any gender/other" by StarHydra, is depicted as male while having sex. So maybe they're genderbent versions of each other, and cannot be distinguished when the pp/vagoo is not visible. I will ask this in a shout on StarHydra's FA. I'll bump this in six months if I don't get an answer.
