Can I use monochrome + (color)_theme tags together?
I don't see why not.

Certainly. Monochrome just means you're only using various tints, tones, and shades of one color in the picture. Therefore, a green monochrome is inherently a green theme, for example.
We often think of grayscale as being monochrome, which it is, but it's more accurately called achrome – "colorless". If you only use two colors in a picture, that's duotone, and halftone is black-and-white done up in patterns (like stippling or crosshatching) that suggest, but not actually is, shades of gray. Lastly, if you want the opposite of monochrome, that's polychrome.
