I thinks clowns are distinct enough from humans that they can be considered as a different species. Posts will often be removed as "human only" even though they feature clowns which are arguably not human themselves. If elves can get their owns tag and be accepted even though they are just humans with pointy ears, then surely clowns deserve a species tag of their own which will protect clown content from being removed on the basis of being human.

- Costumes, clothes, accessories, etc. do not make a human relevant.
Characters with human body would look Humans.

See, you say clowns are "arguably" not human, but you haven't actually made an argument. For one, elves only get a pass when their ears are visible, and that's because they're an actual, demonstrable physiological difference. What do clowns have? A nose that's, as far as anybody can tell, fake and removable? Painted skin? Horrifying arcane powers?

Those traits you mentioned could easily be considered as intrinsic characteristics of their own clown bodies rather than modifications to a human being. Take for example the movie "killer clowns from outer space". In the film, a race of alien clowns invades Earth and they are clearly a distinct species that is separate from humans.

I guess clown elves would be the best bet for being uploaded in e6.
Next up: OP's treatise on why Juggalos should be fair game for being uploaded too.
Maybe clowns like the Mad Pierrot from Cowboy Bebop, who have little abnormal (to humans) characteristics other than gained powers from experimentation etc. can get away with exclusively being tagged "clown" (can't see anything 100% "human" in them, it's ambiguous). Otherwise, take other stupidly-strong clowns, like Pennywise from IT (a ghost or malevolent spirit of some sort) or Clownpiece from Touhou (a hell fairy) who aren't humans in the first place. Might as well make "clown" a subclass of their ability.
TL;DR: Clowning is a state of mind, not a birthright.
I mean, I suppose there is an argument to be made that "clown" is effectively a kind of creature like "fairy" or "ghost". It's a little strange to think of it like that but it's not entirely without precedent. It's fair to say it's a grey zone and raising the discussion is certainly justifiable.

Clowns aren't a species, in my mind. They're individuals appearing as if wearing a particular type of costume, tagged much as a cheerleader or knight would be tagged. Clowns can be human, elf, cat, ferret, alien, even a banana if one is feeling particularly cruel.

Those should likely be tagged as klown or killer_klown for species and maybe alien.
It or Clownpiece should be tagged as eldritch_abomination and fairy respectively. They just happen to appear like clowns. In particular, as It is a shapeshifter, the clown appearance is still effectively a costume, much as it would be for a run-of-the-mill human.
If we do decide there's a value in tagging clown-like beings that aren't actually a character in a costume, then we probably should tag them as something like clown_creature rather than repurpose clown itself for a concept that wouldn't be accurate a good chunk of the time.
clowns have been considered different species by the people who have more fun in them then these people here,
there have been many popular fantasy stories where a clown is treated as they're own mythological being
they are characterized by there white skin big red nose and technicolor hair, and they have cartoon logic powers
and the people who are from clown college are actually trying to imitate the mythological being known as clown now
