This sounds good on paper, but due to alternate_species and whatnot we typically don't imply character tags to a "base" character tag. It's possible, though probably unlikely, for "homeless" Bellweather to not look like "normal" Bellweather, so these character tags should remain separate from one another.

I don't see what species has to do with that. If someone draws Dawn Bellwether as a frog, it's still Dawn Bellwether. And according to the OP, Homeless Bellwether is by definition Dawn Bellwether. So if it's not Dawn Bellwether, it can't be Homeless Bellwether.

Though I do wonder about the validity of a Homeless Bellwether tag. Fan interpretations of official characters are normally just tagged as the official character. A number of crossgendered fan interpretations of MLP characters were all aliased to their official names, so is it worth having a separate tag for Dawn Bellwether that some fan Alternate Universe says is homeless? An alias may be better than an implication here.

That's all TWYK, and as you wonder this tag is probably not even worthwhile. A frog Dawn Bellweather does get tagged with dawn_bellweather, but you can't just tag a frog as Dawn Bellweather; you still need some amount of TWYS to determine that the frog is indeed Bellweather, otherwise we'd end up with random animals getting tagged with random character tags. It's typically easier to explain this with official characters and official variants of 'em, AU characters throw a wrench in the mix (so don't get me started on Homestuck).

So, my statement is "if homeless_bellweather is different enough to get their own tag, then they shouldn't imply dawn_bellweather because they can look different from her". If she's not different enough, then she should get aliased to Dawn Bellweather instead. Typically these cases don't arise because they get aliased away...
