Perhaps also add imply capelet -> cape as it’s a subset of capes.

I’m not sure if cloaks should be considered a subset of capes or not. They’re essentially just hooded capes, no? That might be a valid implication as well.

According to Wikipedia:

In fashion, the word "cape" usually refers to a shorter garment and "cloak" to a full-length version of the different types of garment, though the two terms are sometimes used synonymously for full-length coverings. The fashion cape does not cover the front to any appreciable degree. In raingear, a cape is usually a long and roomy protective garment worn to keep one dry in the rain.

Also, according to Wikipedia, cloaks don't always need to have hoods.

In full evening dress in the Western countries, ladies and gentlemen frequently use the cloak as a fashion statement, or to protect the fine fabrics of evening wear from the elements, especially where a coat would crush or hide the garment. Opera cloaks are made of quality materials such as wool or cashmere, velvet, and satin.

Ladies may wear a long (over the shoulders or to ankles) cloak usually called a cape or a full-length cloak. Gentlemen wear an ankle-length or full-length cloak. Formal cloaks often have expensive, colored linings and trimmings such as silk, satin, velvet, and fur.

So perhaps we ought to have cape imply cloak instead.

Well, this is more complicated than I expected.

At this point, is there a meaningful distinction between a cape and a cloak from a tagging perspective? Are most people going to be aware of this difference and tag appropriately? So far, it doesn’t appear to be the case. Posts tagged with cape seem to be tagged as such regardless of length. cloaks mostly seem to have hoods. But, as Wikipedia even says, sometimes both terms are used interchangeably for the full-length garment. Perhaps we use one term for the both of them, regardless of length in order to keep things simpler, and have a separate tag like hooded_cloak for the hooded variety (or just repurpose the current cloak tag for that)?

This might be best. Considering that, these days, we normally think of cloaks as having hoods and capes without hoods, we probably should just keep it simple and just tag it as one or the other depending on whether there's a hood present. That way, there's no need for us to have to learn the fiddly bits of cape and cloak fashion in order to tag the things.

If my search is correct, there currently are a few possible conflicts with this BUR.
