for the same reason that 3d_animated and frame_by_frame are meta tags
also, is there a specific way of requesting tag category changes? I can't seem to find any official means of doing so - would you just request a BUR?

Yeah, you can do it via a BUR.
Script should be something like this:
category stop_motion -> meta
