I'd say having the tag is correct. The pussy is visible and being presented to the viewer, so I don't see why they wouldn't count.

I'd say that's more to do with action exclusion. For instance, if a character is vaginally fingering another character's pussy that's presented to them, presenting_pussy wouldn't apply because that character is already acting upon the pussy they're presented with, even though we can see it too. But if a character is vaginally fingering another while purposely showing it off to the viewer (e.g. by looking at the viewer in a teasing "look at what I'm doing" manner), that could qualify for presenting_pussy since we're not acting on it and it's being presented to us, even though it's "in use" by another.

That seems to be the intent of the tag to me, at least, even if the wording in the wiki is a little off.
