To me, it doesn't seem as though a tail membrane will always include a fin frill. post #3194589 for example has a tail with a membranous structure on it, but it doesn't have a fin frill (or even a fin at all).

The implication could hypothetically be reversed. All fin frills should be membranous. However, I don’t really think we need this tag at all. It’s only been used on one post, and we already have membrane (anatomy) for describing the membrane itself.
