1, like "sock" vs "socks" or "eye" vs "eyes" it's something that usually comes in pairs, 2, people will most likely only try one form of the word in their searches and assume it means that one or more of them will be in the picture instead of searching for them separately, 3, both tags are filled with images that have both singular and plural uses (reinforcing the conclusion that the plural has no consistent difference in meaning to most people for this tag).
If we really need to specify the amount, then we can go for a clearer tag for it like [number]_[item]. Though in the case of shoes, I don't think it's that significant that we need to do that.
