As per wiki description. Other alternative would be to alias those, since I'm not certain if we need the former tag when we already have poking_out.

I think an implication works best. Because poking_out is for all kinds of poking out (including most predominantly when it's poking up through the waistband, or when the underwear's been stretched down to the balls, etc). So keeping penis_through_fly allows people to find the type of poking out where the clothes are still intact at the waist, leaving them less exposed (except for their penis) than other types of poking_out would be. I know some people kink really hard on that whole "still clothed but just sticking out of the fly" kind of thing, so it makes sense to leave the tag so that it remains easier to find since otherwise they'd get lost in with other styles of poking out. I agree with implicating them though, it sounds like a good idea.
