My thinking is that it would be better to keep a distinction between tongues that clearly belong to an un-seen character and tongues that are tongue monsters as described in this forum:

I would think tongue_out would be used to show a tongue that's part of a person, but is hanging out. -1.

I understand the intention but I think this would stretch the meaning a little bit too much. disembodied_tongues don't really have a body, so they can't really be specified to be "out" when it's not possible for them to be "in". tongue_out is specifically used for tongues which originate in a mouth but are sticking "out" at the moment. So I don't think implicating these would improve searchability, because I don't think it's what people are looking for when they use either of these tags. They're better off separate. So implication is denied, but it was a good effort.
