I was curious about how much upload you need to possibly become a privileged user, then I took a look at https://e621.net/users?commit=Search&page=2&search%5Blevel%5D=30&search%5Border%5D=post_upload_count the user list, surprisingly some of them do not have many posts/notes/edits which I was assuming will be at least 200+ before I look at it.

So, what makes them become a privileged user, or is there another way to become one other than listed in the wiki? (https://e621.net/wiki_pages/2423)

And a sub-question, how to know whether the upload is with premission?

The bar for being upgraded to privileged was a lot lower back then. I got my upgrade during a Bat Week in 2010 for having an okay amount of uploads and tag edits. If you fit that criteria and asked to be upgraded to privileged during Bat Week, then you got it. I had only been around for about maybe 10.5 months , so it's not like I had that many uploads and tag edits. The bar for being a contributor was always high for the most part.

And punishments were inconsistent. Some people got permabanned after one infraction, while others didn't get punished at all for doing the same thing.

Bad Dragon didn't create e621. That was a group of furry fans including Arcturus (who I think first hosted the site?) and Mellis (the first head admin, if I remember correctly). Although they did a fairly good job laying the foundations for this site, they eventually called it quits after a particularly bad cyberattack brought down the site. One day later, the defunct e621 was made non-defunct when Bad Dragon took over and began a more professional series of administrations, starting with Varka as chief admin, followed by Char (I think that's the order; it's been a while) before NotMeNotYou's current reign. Since then, e621 has been pretty stable and has developed into the site we know today, with a much more consistent and better managed administration.

I keep hearing about these crazy events, but "Ask for privileged and get it" still surprises me.

We should really clean those up one of these days.
As it has been pointed out, most of those are old users who really don't need that kind of rank.

These days, the Privileged rank is almost always handed out based on contributions to the site.
IIRC, I got mine at about 20k edits and 2k uploads, but helping out in Discord and on the forums was also taken into consideration.

Katey Kayar - The about section says "test account". It most probably belongs to an admin.
