Feature: Auto lock threads older than 2 years OR threads that have not been responded to in 2 years (the latter is better but theoretically abusable.)

Reason: every other week we get some dumbass necroing a 10 year old thread. This would stop that in its tracks

I think continuing unresolved threads about site issues is more useful than opening a new thread, the only time it's really a problem is when threads with no substance get brought back.

Tag requests especially should not be subject to this, since unresolved requests can block other requests for far longer into the future than 2 years.
