I am not sure about this.
This is a public toilet, but it's not a restroom:

One could make the argument that an outhouse is a building comprised of just one room, a restroom. Therefore, under that definition, that would be a public restroom... admittedly though, it's definitely a bit of a stretch ๐Ÿ˜…

Hypothetically, I suppose, one could draw a picture of a toilet just standing there in the middle of the street and declare it to be a public_toilet on the basis that it is both a toilet and in public. Simple application of common sense, however, will show this alias to be valid in all the senses that anyone has ever used that phrase. Let outhouses be outhouses.

Then someone will have to come up with a new name that doesn't conflict with standard popular usage.

Perhaps "toilet_outside"? Referring to a lone toilet that can be found not in a room. Searching " toilet outside " gives a few results featuring such toilets.

Examples: post #3201165 and post #3207176 and then there's one where the walls are destroyed: post #120744

But there are some with the tag "toilet" which doesn't actually feature any toilet: post #1663262 and post #2113041
